FM24 - Update 2 (Patreon)

This update is mainly about fixing Central American Cup (which in game is so broken) and changing formats and rules for South American competitions according to season 2024. Every nation has text file where is described league and how everything works, if you want some more information in those text files, write a comment and for next update I will do it.
