The biggest appearance of Ugolin and Cesar outside of the actual show is in Simpsons Comics #23 - "Bart De Triomphe".

In a unnecessary attempt to keep actual continuity in a way that that the show usually doesn't, this comic actually shows how the pair escape from prison.

Wacky hi-jinks ensue as Bart, Milhouse and Krusty enjoy a trip to France, and soon we find that Cesar and Ugolin have teamed up with a character that we don't recognise because we haven't covered him in this project yet:

It's a fun little story that I thought was interesting because the comics team of the time clearly respected the readers enough to layer in references to previous episodes of the show, trusting them to get it. Ugolin and Cesar were not household names at this point - it had been 6 years since their episode had aired - but I'm sure their inclusion here was a fun call back for loyal fans.
