what about this: pick 2 of 5, and the rest 3 not selected, will be put in a new pool again in a rolling basis.

Funny how I was just about to suggest the same thing. I think that would work, if 2 is too much work, perhaps drop to 1, and whenever a new mini set comes out, the new set replaces the one which was chosen. That way there will always be 5 in a pool. And if over a period of let's say.. 5 polls a set is not chosen, the lowest gets eliminated and you can include a new mini set.
