In JMS's ordering, this functions as the last episode in the series. The sub plot about the paint and uniform changes is in part a dig at the TNT network and their constant micromanagement while they had no interest of the series actually moving forward. The four year window focus without giving a crap about Dureena's people reinforces the idea that Earth only cares about Earth.
