not to be serious like this but the person receiving the item in a scam like this might not be the person who stole the card info and made the purchase from Lowe's. There's a whole scheme like they do with Craigslist and Keurig cups in which the person using the card info acts as a middleman selling items (which they purchase with someone else's money and ship to a customer who does not know the origin of the goods). I think you can look into Keurig cup scam or smth to find out more. This is likely what is happening if your card info is used to buy a product and you can view the address it's being shipped to.
