His decision to go against order was very dangerous, but was the military's decision to blame everything on medical team right? I think the order itself was wrong. Military that is supposed to protect their country's people was ready to throw them under the rock to take off responsibility from themselves. And it's all because the higher ups made decision based on politics, not considering actual people who would get blamed. If yoo sijin did nothing the patient would die + medical team would be responsible. The situation itself is abnormal and complicated so there can't be normal and simple answer to it.

but at the end I think this scene was just for Moyeon to see that Sijin/soldiers can put person's life above order as well

The thing Moyeon gave to Sijin is used to kill/get rid off mosquitos. It emits certain smell when you light it up
