Tsunade: "You mean human experimentation? Both of you are insane!"

Saint Seiya: The Lost Canvas Universe, Hades' Castle

Aaron: "What do you all think of this Plague Doctor? I feel like her actions are far from the mere ramblings of a madman."
Rhadamanthys: (kneeling on one knee) "To me, my lord, she's just a human with special abilities. Nothing more."

The other Specters share similar sentiments.

Hypnos: "I don't see it that way. Perhaps this Plague Doctor has genuinely discovered something and is saving humanity in her own peculiar way. Quite fascinating."
Thanatos: "What could a mere human perceive? Divine punishment, perhaps?"
Hypnos: "It's not impossible. Transforming humans into other beings to evade divine punishment is quite an interesting approach." (smiles eerily)

Dragon Ball Universe

Gohan: "Uncle Piccolo, what do you think this Plague Doctor is trying to do?"
Piccolo: "We don't have time to worry about that. What's more terrifying right now is Vegeta!"

Above them, Goku and Vegeta are locked in an intense battle.

The clash between the two Super Saiyans is catastrophic. Every punch and kick carries the power to destroy the Earth, with each shockwave unleashing destructive winds and creating natural disasters.

Centered around them, an immense storm of lightning gathers, making it impossible for any living being to approach safely.

Krillin: "This is terrifying… so this is the legendary Super Saiyan? Goku's energy is starting to wane, but Vegeta doesn't show any signs of tiring!"
Tien: "At this rate, Goku will collapse first!"
Gohan: "Don't worry! Yamcha's gone to get some Senzu Beans!"
Piccolo: "That's only a temporary measure. We need to come up with something…" (furrows his brows, unable to think of a solution)

One Piece Universe

[Prediction: "The Plague Doctor is about to appear in the One Piece universe, specifically in a certain kingdom."]

Sengoku: "She's appearing in our universe!"
Akainu: "Good! This Plague Doctor looks easy to contain!"
Kizaru: "Don't celebrate too soon. We don't even know which kingdom or how far away it is."

A screen reveals the location of the Plague Doctor in the kingdom.

The scene shocks everyone: the streets of the kingdom are lined with people kneeling on either side. A procession marches through the middle, led by a peculiar figure.

The figure wears a round bubble on their head, is grotesquely obese, and sits atop the shoulders of a tall man crawling like a dog, shackled by chains around his neck and wrists.

Sengoku: "A Celestial Dragon! Of course, it's them!"

The expressions of the Marine Admirals darken instantly.

Naruto: "Who is this guy? Why is he sitting on someone? And why is the one carrying him like this?"
Diana: "It looks like slavery…"

In the kingdom, the Celestial Dragon rides atop his slave, flaunting his status as he revels in the onlookers' fear.

The slave beneath him coughs violently, struggling to lift his hands.

Celestial Dragon: "Hey! Why did you stop walking?"

Angered by the slave's weakness, the Celestial Dragon grabs an iron rod and strikes his back repeatedly.

The slave tries to raise his hands but cannot muster the strength. Years of malnourishment and daily abuse have rendered him incapable of meeting his master's demands.

Celestial Dragon: "Die, then!"

With a sneer, the Celestial Dragon pulls out a pistol and shoots the slave in the head, killing him instantly.

Celestial Dragon: "Making me walk? Filthy slave."

The Celestial Dragon dismounts with disdain, treating the murder as an unremarkable occurrence.

The townsfolk witnessing the gruesome scene tremble in fear, unable to utter a sound.

Child: "Dad, why did that man kill someone?"

The innocent question draws horrified looks from the surrounding adults.

Bang!

Another gunshot rings out, this time killing the child. Blood sprays across his father's body, leaving him in shock, unable to comprehend his son's sudden death.

Celestial Dragon: "Tch, I told you to stay quiet. What's with all the noise from a kid?"

Blowing the smoke from his gun, the Celestial Dragon shows no trace of mercy.

Man: "You bastard! He was just a child!"

Overcome with rage, the father stands up to confront the Celestial Dragon, but a member of the Celestial Dragon's guard cuts him down with a single strike.

In under a minute, a father and son lie dead in the streets, a brutal reminder of the Celestial Dragon's unchallenged authority.

Celestial Dragon: "Dispose of the trash. Let's move."

The Celestial Dragon's entourage resumes its march, leaving the crowd in stunned silence.

Reactions Across Universes

Daigo: "Who is this person? How could anyone be so cruel, killing people like that? And why isn't anyone stopping him?"
Robin: "That must be a Celestial Dragon!"
Nami: "Celestial Dragon? What's that?"
Robin: "It's tied to the creation of our world's government. Around 800 years ago, 20 kings formed the World Government, ruling over the world. Their descendants, the Celestial Dragons, call themselves gods."

Robin: "The Celestial Dragons hold supreme authority. No law can bind them. Killing, slavery, or any inhuman act—they face no consequences."

Bruce Wayne: "Ridiculous! Their ancestors' accomplishments don't entitle them to ignore the law!"
