Whitebeard: "Kid, you don't get it. The Navy operates under the World Government, and the World Government is controlled by the Celestial Dragons. Do you think they'd refuse to protect their masters?"

Sengoku: "Whitebeard! Shut your mouth!"

Ace: "What's the matter? Come at us if you've got the guts!"

Naruto: "Huh?"

Whitebeard: "The World Government rules through extortion. Every country and island under its protection must pay exorbitant tribute called 'Heavenly Gold.' Only then are they considered human and protected from pirates."

Whitebeard: "That's how the World Government amasses unimaginable wealth to fund the Navy, its research, weapons, and training. Tell me, would the Navy dare disobey the government footing the bill?"

Robin: "Exactly. The World Government will even massacre civilians and erase entire islands from the map without hesitation. That's how ruthless they are."

Nobita: "What? How could this be? Isn't Garp-san supposed to be one of the good guys?"

Naruto: "Even civilians? Is this true? How can you call yourselves the Navy of justice if you won't protect the innocent?"

Loki: (laughing) "Ha! Kid, can't you see? Their 'justice' only serves their masters! Pirates threaten their revenue stream, so they call it justice to eliminate them. Their so-called justice is just self-interest! Am I wrong?"

Tony Stark: "This is just capitalism on steroids! Bodyguards for hire at a global scale. Ridiculous!"

Steve Rogers: "If I were in your world, I'd fight back against this so-called World Government! My country was once enslaved, but we launched a revolution, fought for our freedom, and built a better life for ourselves!"

Nick Fury and Tony Stark exchanged uneasy looks at Rogers' impassioned speech. The old soldier had clearly been out of touch with modern realities.

Akainu: "Stay out of this! The World Government represents justice, even if it means slaughtering civilians!"

Dan Moroboshi: "You're insane!"

Akainu: "Hmph. The Celestial Dragons and the World Government may seem cruel, but they are the reason the world is stable. Without them, how many nations would fall to pirates, slavers, and other dark forces? The world would be consumed by chaos."

Akainu: "The World Government protects its member nations, enabling them to resist evil!"

Minos: "Let me finish that thought for you: 'I protect you, you pay me, and it doesn't matter if you're treated like livestock.' Humans truly are fascinating creatures." (chuckling)

Akainu: "Shut your mouth!"

Thanos: "This confirms it. My mission to halve all life is justified. If I were in your world, the Celestial Dragons would be the first to go."

Luffy: "Grandpa, is this what being a Marine means to you?"

Garp: "Luffy, there's a lot we can't control. Without the government, the world would descend into chaos. The government and the Celestial Dragons are corrupt, but they're the only way to maintain order."

Sasha: "I think we should be fair. The soldiers can't change much, and blaming them alone doesn't make sense."

Aokiji: "Thank you, young lady."

Luffy: "I don't care about any of this. I just live by my own rules. If a Celestial Dragon blocks my path, I'll punch them out of the way!"

Garp: "Don't do anything reckless, Luffy!"

Dan Moroboshi: "Garp, we've all seen your strength. With the rewards and powers you've gained, can't you join forces with others to overthrow this tyranny?"

Dan Moroboshi: "Rebellion doesn't have to mean chaos. If done right, you could immediately take over the World Government's operations and stabilize the situation through reform."

Sengoku: "It's not as simple as you think! The Celestial Dragons may be foolish, but the forces protecting them far exceed the Navy's combined strength!"

Whitebeard: "Isn't the real issue the Celestial Dragons' secrets?"

Ace: "Huh? What are you talking about, Pops?"

Whitebeard: "I've heard rumors that the Celestial Dragons control a terrifying ancient weapon. Once activated, it can destroy any island from any distance, erasing it from the world. Sengoku, is that what you're afraid of?"

Sengoku: "Silence! Where did you hear such nonsense?"

Whitebeard: "Oh, I can't remember. Maybe Roger told me."

Franky: "An island-destroying weapon? Could it be Pluton? No, that hasn't been found yet!"

Robin: "Ancient weapons aren't limited to just Pluton."

Tony Stark: "What? Island-destroying weapons? Now I get it. Robin mentioned the Celestial Dragons have ruled for 800 years. I was wondering how anyone could tolerate such fools for so long. The answer is fear."

Steve Rogers: "Using terrifying weapons to subjugate the world… That's exactly what the Nazis did!"

Orochimaru: "Ruling through fear? That reminds me of an old colleague of mine who once said the same thing."
