They had probable cause to stop and search the car based on what they heard on the wire. The search would likely hold up if challenged in court. They couldn't hold him because he didn't have drugs but they could have seized the cash and if the guy had receipts or records to show a legitimate source for the money then he gets it back. The rules on civil forfeiture are beyond fucked up and need to change but it is what it is until reformed.
