Everyone is taught to shoot for center mass because in a real fire fight cops no matter how well trained only hit their target 17% of the time. Rule one: do not draw your weapon unless you intend to use it. Rule two do not point your weapon at a person unless you intend to shoot the person. Rule three: Do not fire your weapon unless you intend to kill the person. Those are the firearm rules I learned in the Navy.
