regarding your question about why this hurts Philipp: it's because he understands why Elizabeth couldn't fully be with him before bc all of it was fake and they had to build their relationship. but this is different, bc when it came to their work they were always a team, a unit and now he found out that she betrayed his trust by telling them things that were supposed to stay between the two of them. like even if he was a total stranger to her romantically, they were supposed to be partners and she betrayed that. and especially for philipp who is all about loyalty and who has proven so many times that he would kill and die for elizabeth and the kids. but that's the difference between them: elizabeth is loyal to her country, philipp is loyal to elizabeth.
