Zachary is the premier who oversees the 3 regiments. He was also the judge in season 1 who oversaw Eren's court trial.

And that's why when he has that conversation with Erwin in the coach it's quite surprising. When he was introduced at Erens trial in S1 it was said he would make his decision solely based on what's best for humanity.

I highly recommend Attack on Titan Junior High. It is HILARIOUS! I definitely had a fun time watching it. Note that it is like a parody of AoT itself and contains loads of references to Season 1-2.
