So in terms of why the show was always in limbo, from what’s been said it seem a mix of things that boil down to Nick knowing Avatar was big and therefore would have an audience, but not ever really knowing how to market it with the rest of their lineup. The first show had a few games made, toys, things like that. Korra got I think one game and as far as I’m aware no toys, or at least nothing substantial to even remember. The show also continued to explore darker themes, especially so in the last two seasons. All of this made the show more ambitious and clearly aimed at people who grew up on the first one, but Nick didn’t want those people back, they wanted the new kids to watch. In regards to animation, you’re right in that it’s a hit off this season. It eventually evens out I believe, but I know for at least half of this season an outside studio from the usual was tapped and it creates some inconsistencies in visuals. As one final thing, to give an idea for just how hard this show was railroaded by Nick as it went on, I remember they started doing simulcast of the show in Nick’s channel and website, seemingly because they weren’t keen on doing reruns. Eventually, and without warning to the creators, they made it air exclusively on Nick’s website. Most speculate it was because of one scene in particular that was rather gruesome, especially for a young audience.

From what I know, it was a case of the execs at Nick just being execs, they were "going into a new direction" with their line ups at the time and LoK just didn't fit into that new style. Avatar was a massive success that just fell into Nick's lap, and they kept it on air because it was doing good ratings, but LoK started dwindling (through no fault of their own, they were airing in a bad timeslot) + budgetary restructurations at the time + "the new direction" made it so much harder for the creators.

the creators of avatar were trying to go for some darker themes with Korra while Nickelodeon was creating more and more kids shows. No matter how much the creators tried they could not really do what they wanted, so they never new if they would get renewed for another season. But now they have there own company called Avatar Studios so they can create their on content without restraint.

Nick didn't know what to do with the IP lol. It's actually crazy it's a super valuable property and Netflix is making crazy $$$ but Nick had no idea how to market it and the rest of the company is in the opposite direction. Anyway S2 is for sure everyone's least favorite season but S3 and S4 are the best seasons and S2 introduces some great characters so I'll still enjoy these reactions.

Yes the creators thought they only were getting season 1, then they were told only 1 more season. then nick i guess decided hey lets give them 2 more seasons and then call it, and seasons 3 and 4 are regarded as the best, lol go figure when they have time to write a story over more than 12-14 eps they can do some cool shit lol

Season 2 is really up and down, it does however have some of the best episodes of both atla and korra. Season 3 of korra is on par with the best of avatar the last airbender in my opinion and season 4 is not as good as season 3 but is still far better than season 1 or 2.
