Lol I thought the same thing when I first saw this! Then I noticed Cloud's arms seem to be tied up, and in The Bet he was dominated so thoroughly that Tifa doesn't need to bother with incapacitating him like that. He's too broken to resist her ever again. This scene looks more lighthearted and mischievous than the darker, more sadistic stuff in The Bet. Either way, we're getting lots of Tifa content and I couldn't be happier! 😊

Tifa will be dressed exactly like this in the follow up to the bet as well! Haha But frank has a great point, after that fight Tifa won't need to tie cloud at all!
