The girls on the left are clearly going to skip a couple and go somewhere private, but it's not certain.

The punks have caught their victim, pinned her against the wall and are fooling around, taking advantage of the fact that the teacher was distracted by a student who decided that she had the right to self-pleasure like this, in full view of everyone. And there is no such right, of course, such a thing is strictly punished (unlike bullying).

And the heroine in the background, I think, did drop things at the sight of the teacher not without reason. Most likely, she is hiding something.
