It didn’t take 3 years for her to age one year. One of the best aspect of this show is the continuity. Remember at the end of season one, Prophecy Girl, when Buffy says “I’m sixteen years old, I don’t wanna die”. Season 2, her first onscreen memorable birthday, she turns seventeen, loses her virginity and her innocence when as a consequence Angel loses his soul. Now she has just turned eighteen, another crushing moment in this coming of age story. As others have already said, the watcher council really doesn’t care if the slayer pass e so called test. It’s a power play. A young naive new slayer is, in theory, easier to control than a 18 year old on the verge of adulthood.

Regarding this test being used as a way to control slayers, it always surprised me from this perspective that they don't pay slayers. You'd think they would, as another way of controlling them- financial control is almost always part of this kind of coercion. On another note, it's so sad that Buffy's real dad doesn't seem to be putting in much effort to actually be her dad. And to be let down by both these men, these fathers, in this one episode, is so heart breaking.
