Stan's plotline was based around the Kony 2012 campaign. Jason Russel, the leader of the campaign, made a music video and ad campaign to spread awareness about Joseph Kony, a Ugandan warlord. While the campaign was hugely popular initially, after a few months they lost popularity for various reasons and the campaign came under heavy fire in the media. Jason Russel, under pressure because of the heavy workload of the campaign and the media bombartment, had a mental breakdown one day and started running around naked in San Diego (which was filmed by a random bystander). Stan's part in this episode was based around that. Just with Kony replaced with bullying, due to a popular anti-bullying music video releasing just before the episode as well.

Thanks for the school video reference on YouTube. The 'jackin' it San Diego' references are about Kony 2012 (2012) filmmaker Jason Russell. At the height of the film's popularity, a naked Russell was detained by San Diego PD for psychiatric evaluation after he vandalized cars and made sexual gestures. Usually I get most of the references but I'm in Australia and these are fairly US centric one-off events that might not make the news everywhere. I initially incorrectly thought the reference was to the San Fransisco Jacks, who are a club of men who meet regularly at their premises to watch each other jack off LOL. God bless America!

Just realised you guys might not be that familiar with Mr Mackey. He has had a few of his own episodes too, and one fairly early on in particular. There are a few earlier episodes where you get to know more of the adults in town like Chef, Jimbo, Ned etc. Some of the characters are also dead, like the bus driver.
