Though he may look like a simple rat, Jingai is actually a itachi.  He uses his appeared to fool his enemies into lowering their guard, and when they are least expecting he strikes. Jingai has no qualms when it comes to using unhanded tactics to get what he wants.  Using his magic for disuse himself as an old woman to either get free food or get the upper hand on his foes. Setting  houses on fire to distract law enforcement so he may run off with his good and so on. He is partners is the baku Asano, together they cause trouble where ever they go.
