Damn Kaguya has my sympathy, her worldview is constantly getting shattered by circumstances outside of her control. Her dreams for Japan are likely in tatters... if we social her after this and provide a shoulder for her to cry on... I suspect she'd pivot fully into Lelouch's camp.

So what do we stand to gain by having Lelouch go? It seems like a very canon Lelouch thing to do. Could he use his psionic powers to rescue the body double if they try to use her as a hostage? Maybe figuring out what's going on more quickly would let him negotiate with the Japanese fleet? It looks like Kaguya has the Japanese situation in hand, so maybe there's no need for Lelouch to stay in command. But that's the kind of thinking that constantly got canon Lelouch in trouble...

I think it's basically a matter of optics and political fall-out if Lelouch becomes personally involved. There's not much to manage if he stays in command: the city is governing itself fine, Kaguya is handling the Diplomacy, while Military-wise we just need to maintain a stalemate with the Japanese fleet. The only factors remaining in play are the fleeing Eunuchs. Sending Lelouch = handling the very sensitive matter of the body double directly and immediately make plans based on that.
