I also think Sengoku was suggesting that Akainu look beyond just oh they're pirates as you said and look at the bigger history of the world. Why were all these bigshot pirates at Pirate island? Why did they gravitate towards Wano? Why do some hve the D in their name? Like why is this happening? Akainu is not seeing the big picture. Its the same reason he doesnt understand Aokiji's actions. Akainu is shortsighted in his pursuit of justice.

Yes they may not have hit their prime yet at the time, so individually they would have been easier to beat by Garp and Roger. However, as a whole group I think they might have been the toughest out there to defeat
