He means that Sanageyama's theme is actually Aikuro's theme. It's part of the Ping Pong Circulate song.

In the OST there are quite a few 'character themes' that are part of the same track as others. Doesn't change the fact that those different portions of the tracks in question do represent the characters and tend to be played when they're on-screen. Can't just say the tracks are only one character's theme just because another character's theme plays after it in the same track. They're distinct.
