It's not so much Kobayashi is "attracted" to Lucoa, as she's jealous of her, and the other dragons, figure. It doesn't seem that the cover the Valentines Day episode where they cover that. It's that a Dragon's "human" form mirrors their perceived "beauty" of their dragon forms.
