I believe the thing Iino has when she busts in to rescue Chika is a modern sasumata. They were originally used by Edo-era police to incapacitate or restrain suspects without killing them, until they could be properly arrested (and were usually used alongside other similar pole weapons). They're apparently marketed to schools in modern times in order to help teachers fend off a potential threat in the event of a classroom invasion.

At least based on my own experience, I would say that a hand massage is more casual. I've personally had platonic female friends offer to give me hand massages when my hand would cramp up after too much writing in class or when I used to play that stupid Mercy game back in elementary school, but no girl has ever offered to give me a shoulder massage before. Also, just based on the physical distance involved, you're in much closer proximity when giving a shoulder massage compared to a hand massage.

The hand message being refereed here is a commonly known and popular "therapy" based on acupuncture in eastern cultures. In that context, the hand message being the starting point would be a "better" excuse than starting with something like a mundane shoulder rub.
