Kaguya's comment cannot be dismissed completely. Remember that the Shinomiya family is very powerful and have a lot of influence on the school. Who is to say if Kaguya pulled some strings to get rid of Ogino? That is not an important point in this episode, but keeps things interesting nonetheless.

So, as for how the SC found out about Ishigami, in the manga it shows Kaguya bringing the issue to them (though I can't recall if we see where she heard about it, maybe just the first years spreading rumours). also yes, if someone can show them the manga page or something where Kaguya and Hayasaka discuss what happened to Ogino, because that's a really good part that I'm really surprised they cut from the episode (they might have thought it ruined the happy mood or something). really amazing episode though, I've been hoping we'd get this reaction ever since you guys started season 1!

We can infer it from a small scene in Season 2 Episode 10, Miko Iino was complaining about Ishigami's punishment, this was noticed by the high school principal (who has been established to be involved with Kaguya's family), thats how Kaguya probably found out about it and raised the issue to the Student Council.

The anime doesn't go into this but kaguya made a request to some students whose families have a slightly darker history (a yakuza boss' daughter for example) to have a "chat" with Ogino. Let it also be known that most of those students are pretty good friends of the Student Council.

Ahhh man episode 11 is just such gold. ngl I cry eveytime the scene with both Shirogane tells Ishigami he isn't crazy, and when I get to the part of ishigami seeing the other people's eyes!

Also fun fact, if you look closely you'll notice a change in the ed, vs past eds, where Ishigmai is now smiling when he turns around, super small but honestly just great!
