The Phantom Thief thing isn't an anime/game reference it just so happens Anime and Japanese media reference the Aresne Lupin books a lot because its pretty big culturally over there its there. Its like JP's equivalent to Shrelock Holmes, speaking of back in the day Sherlock actually made an appearance in the Lupin books Sir Arthur Conan Doyle Sued the Lupin Author for it but his version is still in the book he just changed it to Herlock Solmes lol.

Sure, but the "stealing hearts" thing is almost directly tied to persona 5, no? Arsene is common in anime, sure, but he never left calling cards about stealing hearts in the novels.

That song is not a reference to Persona, it's a riff on the Detective Conan (Case Closed) theme. I.e. The song that plays when there's been a crime. Similarly all the phantom thief, "steal your heart" imagery is also all cliche anime tropes that's been used since Lupin 3rd. The joke is that the president in an attempt to do something dramatic ended up engineering a massively cliched situation for himself
