No, Satoru doesn't have the same Voice Actor. He is now voiced by Yuki Kaji and before he wasn't. Only Saki & Maria have the same voice, so Jacob was in fact right

I love that they doubled down on Mamoru. Did we mistake him for a girl? No he must have transitioned. That'd be cool though, given the chromosome altering telekinesis that's touched on in the series. It can honestly work.
