Rimuru was able to create the barrier because he was able to resist the anti magic barrier (since the magic inhibiting barrier used over Tempest was an inferior version of Hinata Sakaguchi's barrier)

For those who didn't notice, during the story about Milim's past of how she became a demon lord, when other demon lords were mentioned as helping Milim, we see the adult form of Ramiris (who was stated in season 1 to keep on reincarnating herself on purpose; this is what she looks like when she becomes adult again).

No Caleb. Jacob was right. It's only Rimuru who can enter and leave the anti-monster barrier right now. Souei(ninja guy) wasn't able to. (Souei's subordinates were also already outside) That's why he stayed outside and that's why Rimuru connected with him with a magic thread to communicate through the barriers. However, as for other effects of the barriers, Caleb is the one who's right. The Anti-Magic barrier stops all magic within. The Anti-Monster barrier weakens all monsters within (and stop them from getting in/out). Also, the Anti-Monster barrier doesn't stop non-monsters from leaving/entering. This is why Eren and co. were able to enter.

Yes, skills and magic are different. Shuna's techniques are mostly magic, so she can't use them in the barrier. Benimaru's flames come from his skills, not his magic, and he is strong enough to resist the Anti-Monster barrier more than the others in the city(but cannot block it completely like Rimuru). This is why he was able to use flames against Grucius in the previous episode. If Benimaru wanted to, he actually would've been able to reduce them to ash even though the barrier was there.

About Rimuru's many abilities, something that the anime skipped over in season 1 is that while Rimuru was in the big human city with the adventurer guild school, he also spent a lot of time going through all of the books on magic within the great library of that city and that of the adventurer guild. To be more precise, he just touched everybook and had Great Sage copy them all within him and record all of the knowledge from all of those magic books. THIS is how Rimuru learned how to do almost every known magic stuff from that region. That includes knowledge on barriers, which when combined with Rimuru's own barrier skills, allowed Rimuru with Great Sage to make custom barriers, such as the one here intended with the purpose of keeping souls in.

Prison Field is weaker than Holy Field. But they never actually said Hinata's first barrier or field is actually an anti-magic area. They specifically say it prevents spatial transport in or out of it. Great Sage has already analyzed the anti-magic area around Tempest, and has probably developed countermeasures.

I've seen and commented on many reactors and reactions to this show, and for one thing, you are the only other person I have seen who has said something about the library in Ingrassia, besides myself, in any reactor's comments.

Rimuru frequently uses the skill Thought Acceleration to accomplish things more quickly than seem possible. For instance, when replacing Myuran's artificial heart. He has whole conversations with Great Sage, developing strategies and tactics, in a fraction of a second. It helps with spells, too, because the lowest level spell-casting takes incantations and time to cast. You can also prepare a spell in advance and set a trigger to shorten casting time. There is a skill that allows one to skip the incantation, too.

When he returned to the city we saw him touch the Barrier during that time the Great Sage did a quick analysis to find a way to block the effects ... concluding that Prison Field is a weaker version of Holly Field it determined a Multi Layer barrier will be able to negate the effects ... while it is not stated it is implied that the barrier also negates the effects of the Anti-Magic field otherwise the Sage would say so ... That is why he is able to use magic. that said its probably also connected to the fact that just prior the Great Sage finished a full analysis of both Barriers with the goal of dispelling them ... and since he can break the Anti-magic field now it follows that he can also negate its effects.

Excellent, I would only add that the custome barrier was also created after the Great Sage finished the full analysis of the 2 Barriers with the aim of disabling them ... so Rimurus Custom Barrier was tailored with the 2 in mind.

The Anime does not really touch upon this much but Higher Level skills Unique and higher can be described as skill bundles... Basically they are combination of multiple lesser skills with additional unique properties. In the case of Great Sage has a few but one important that the Anime never truly addresses is Thought Acceleration - it has the ability to increase the speed of thinking a 1000 times. In addition it has another sub-skill Parallel Processing meaning it can basically run as a multi-multi-core processor ... So in those 3 Second the Sage had quite a lot of time to fully analyze the artificial heart and formulate a blueprint for the replacement and then create one ... This is also why Rimuru can pull off some crazy stuff in the blink of an eye ... he can accelerate time and prepare a plan of action in what seems a few seconds ...

That Thought Acceleration Skill does have multi-levels, I forget what level Rimuru is at here, but it goes up to millions of time faster in some people.
