Harrakan is home to mostly gnomes with a fixation in developing and researching psionic abilities within their own population. They have had several breakthroughs and today, about half of them share a neural link strong enough to be considered a kind of telepathy. What they did not expect is that the combination of hundreds of their minds in the neural network would arise as a sentient being which is a sum of all of them. This sentient amalgamate calls itself Harrakan. It is now the de facto leader of the settlement.
