AZ the droid appears again in the Bad Batch which is a fun reference to this arc. I think Palapatine orchestrated the whole inhibiter chip thing. Blaming it on the jedi was just a scape goat i think

Yes, Palpatine, aka Darth Sidious and his master Darth Plagueis are behind it all. They are the two puppet masters behind a decades long plan with several different branches to follow depending on how the clone war and the politics of it were going, and where Palpatine was in the political power pole. Though an actual jedi was the one who commissioned the clones, before he was killed by the sith to keep the clones a secret for the next 10 years. Palpatine killed his master when he was sleeping. And took the plan into his own hands at that point.

To answer your inquiry about the chips and Clones' obedience Nala Se was telling half truths and half lies. As mentioned briefly in EP 2 the clones were engineered to have less independence with increased obedience in their genetic structure. Whether the chip itself is solely responsible for this is unknown but it does in fact give at least a limited amount of increased obedience. She just left out the true purpose of the chip. Also if I recall correctly Master Sifo-Dyas did indeed commission the clones and brought up the idea to implant inhibitor chips into the clones to the Kaminoans as a contingency against rogue Jedi but Sidious and Dooku took over the project and repurposed the chips for their own plans.
