Finally, I had a chance to make a bit of progress.

I'm pretty sure I mentioned previously I'm doing this character's rig from the ground up- it's a bit more advanced with a better shoulder setup for one thing! Though, that's pretty much the only major difference.

I figured out that it was actually a lot easier to manually paint the weights for the eye lids, which... I thought the opposite would be true, but it's really not. So the eye lid bones only pull the eye lid edges up/down. He still needs a tongue though!

It would be cool to start animating soon, once I get his rig good enough to start animating!
