"The northern traditional butt-portrait was on a peak of it's popularity in Kingdom two centuries ago, but even at this day still often requested from court artists by higher class nobles."

The Palla gates aren't the gates of a city, it's a border gate of a kingdome. Samantha lives in the Capital with Krowly's father.

The area Krowly lives in is called Frontier, it's a free land, that's why we see a lot of different races there, elves, orcs, goblins, humans. Technically it's not a part of the Kingdom. "Palla" is the name of the gates, it's not a settlement or an area
