This video shows how to paint the skull and start the background pattern on the shin of a Castellan Knight.

The following paints were used: 

Games Workshop:  Rhinox Hide, Balor Brown, Ushabti Bone, Ceramite White, Wild Rider Red.

P3 Battlefield Brown (GW Scorched Brown alternative)

Vallejo: Model Colour Black (GW Abaddon Black alternative)

Do you use a similar method for smaller, shoulder pad sized skulls?

Yes, although you have to be careful with the texture with smaller skulls as clarity of the image is more important than getting texture.
