The guy Sydney ran into by the train is the CDC at Ever, Chef Terry's restaurant where Richie staged last season. You see him (Adam Shapiro) come out during the staff meeting to yell at everyone about the smudged plate, and he ended his rant by saying, "Now get back to work. Fuck you, Garrett!" to which Garrett responded, "Yes, chef. Fuck me." He's also the guy who plated the deep dish pizza that Richie picked up for the surprise. He does appear in the first episode of this season, when he, Carmy, and Luca were all working under Chef Terry together. Obviously he stayed at Ever while Carmy and Luca left, and he became the CDC (same position as Sydney has at The Bear).
