Which means you might not always know why they're doing something, it may not have anything to do with you. Also they talked about Hinata. What is she thinking? She doesn't take orders except from Luminus. but she might hear something that makes her feel like she has to act. Besides revenge, there's protection of the faithful, intolerance of monsters, and we also heard about angels. The merchants’ only goal may be just simply to profit off of any war that might break out no matter who the combatants are. Tempest is still awaiting Hinata's response to what happened so far, the message crystal Rimuru sent via Reyhiem. I don't think that Hinata is exactly afraid of Tempest, she's just cautious. She doesn't want to start something like a war, it's not just about her, civilians could be involved. Ask for Diablo and Falmuth, Diablo is trying to set up something where the church won't get involved and the civil war is accelerated so that the whole situation can be resolved sooner. I don't know exactly what he was doing in order to accelerate it, though maybe that's in a future episode or maybe it's something I forgot. Also there was a lot of talk about technology and they specifically focused on the technology of the barriers in the road. I think the main point of including this information is to show that Tempest is bringing technology to the world. They're trying to solve a problem they're having of too many magicules, brought about by a moderately high concentration of monsters in one place, but also they're trying to protect the road from attack. If they want people to actually travel along the road, they need to assure them that it is safe to do so now. So the the magic generator will put up a barrier which will consume magicules which will not only prevent monsters from encroaching upon the road and attacking travelers, but it will also reduce the number of monsters that are spawned in the first place. Now as to the festival: the purpose of the festival is to introduce Tempest to the world and also Rimuru as a Demon Lord. Visitors from within his official territory, the Forest of Jura, will be coming for multiple reasons. One purpose will be to ask for Rimuru's protection, ask for his permission to live in the forest, and to avoid offending the Demon Lord. In the past Veldora had been protecting the Forest of Jura. Now that this territory is Demon Lord Rimuru’s, the inhabitants of the forest will want to find out as much as they can about this new overlord. They have to see whether this new Demon Lord is capable of protecting the territory as a whole because otherwise they're going to be the ones that suffer. Additionally, they want to offer their allegiance because of the possible offense they might give if they don't, but at the same time they are also asking for his protection. In a way it's a matter of pride that they now have someone like a demon lord ruling them. It's mostly to their advantage to have him there. There are also belligerent races living in the forest. These groups have to feel him out to find out whether or not he's worthy of their allegiance. It's been said many times that monsters respect strength above all. Is Rimuru strong enough to be their leader, should they respect him, should they put their trust in him? That's what they're there to see. He might withdraw his protection from them or even expel them if he turns out to have the strength, if they take a wrong step. In other words, they can't take the risk of not at least showing up. As for those who live outside of the forest, those are mostly humans. The humans, for the most part, still naturally assume that being monsters, they were dangerous, they were evil, and they wanted to attack them. The existence of a new Demon Lord organizing such a group of monsters would cause widespread fear. Rimuru wants to reassure them that he is not going to treat them in an aggressive way, that he wants to make friends with them, he wants to trade with them, and to have otherwise positive relations between their countries. He's trying to set up trade, and in order to do that he has to get the humans to trust him. So to that end he is going to have this Festival. This Festival will kill two birds with one stone. Not only will it deal with internal relations, but it will also show his intentions towards the humans who live outside such as the Western Nations. He has to dispel the fear. It isn't as easy as many people seem to think to improve Rimuru’s image. This will take some work.

Realized I left something out. There's another reason Rimuru had invited the inhabitants to come at once. It is to recruit more workers. Also, there was a moment when Veldora looks up from his manga reading and says, "Luminus". Remember when he outed her as the True Demon Lord, but couldn't remember her name at Walpurgis? At the time she said, "You may call me Valentine." This will come to fruition later.
