Technically speaking, Noble Rose is Evil Rose's Face Persona and considering that Evil Rose is basically the primary persona, there is some sense to it.

You're Welcome, and yeah, all of the Rumble Rose characters have both a Heel and Face Persona, but the persona that they are introduced with is their primary persona.
