A patron reward for Larscis. He wanted his dragon Larscis to be part of an exchange program between Equestria and the Dragon Realm. 

    Apparently Princess Luna is hosting his visit.  Here we see the two of them engaging in a trust building exercise which is something dragons are not really into, but is a critical pillar of pony culture.
