Light is a well-intentioned extremist villain. He can justify killing innocents if it means helping more people in the long run when he takes over the world and gets rid of all 'evil people'. In this case he is willing to kill anyone who might expose and arrest him. Combined with his deadly power, the only one who really has a chance at defeating him is L.
