Since being reminded of that Evil Lady adoptable spread I did a while back I've been meaning to design the villain that goes along with this idea:

Bit inspired by a certain someone's sheep character, on which I'd like to use my entire penis.  Glad to finally have a character for this. This is the evil warlord who's hopelessly in love with our hapless panda boy.

Went through many iterations, but we made it.
