Unfortunately the long recaps are a thing now, afaik this gets improved a bit but then they return again and again. At least the pacing is still good for now. There are arcs with both horrible pacing and long recaps. The story itself thankfully remains awesome all throughout the series, with ups and downs. It's a shame but the payoff is always worth it. In fact one of my most favorite arcs (2nd favorite maybe) is the one with THE worst pacing in One Piece, because I love its overall story and villain so much.
