Correction on the Rose Quartzs, the Diamonds didn’t shatter the rest of them, they just bubbled them. You can see them bubbled in the episode where they’re at the human zoo.

I'm sure you already know the answer since you watched the next EP but yes Pink Diamond pretended to be a Rose Quartz, started a rebelion, and then faked her own shattering. Also I'm glad you remember back in the zoo where there was all those bubbled Rose Quartz, and it's sad because the entire species of Rose Quartz had to pay the price for something they didn't commit

AAAHHHHHH!!!!!! Could you tell that Pearl literally could not say anything? So all this time she wanted to tell her friends and Steven she couldn't because Pink Diamond/Rose commanded her not to and it was something Pearl couldn't break no matter how much she wanted to. Gosh Pearl needs therapy.

Basically, Rose Quartz (Steven's mom) is also Pink Diamond. She would shape shift - switching between the two. So PINK DIAMOND got "shattered" in order for her to live out as Rose Quartz and lead the rebellion. It'll explain more on later episodes about Pink & Rose lore :)
