I think you are right that Hoyeon represents Cupid. I think her looking at people is her shooting "arrows" (when she looks at the guy at the beginning after following the woman they instantly start kissing). Later we see when a woman gets in the elevator with the guy she likes she keeps staring at him herself rather than looking over. The painting we see is of Cupid and Psyche. In the Greek myth Psyche is a beautiful woman who Cupid falls in love with after scratching himself with an arrow. In the myth Cupid was sent because Aphrodite was jealous of her beauty, but I don't think that applies here. Hoyeon had to shed her "clothes" (divinity/powers) in order to become human and seen by her lover. This stopped her from being able to do her duty of making people fall in love. I believe the older man at the end represents Aphrodite, basically punishing Cupid for avoiding their duties by making her lover fall in love with someone else right in front of her.
