At the beach, the girls decided that they wanted to have some time with Issei. But knowing that he'll have his eyes distracted by Rias, the girls decided to tie her up tightly,  apparently the ropes were too strong for her that she wasn't able to break lose. It seems they enhanced the bonds so they could hold her down! With Rias in such a predicament, there's no way she'll escape!
