Cisco put his hand on Caitlin so she could see the vibe, much like he did with Barry and Wally when they were trying to prevent Iris death in Season 4. It’s happened other times as well, he just has to be in contact with the person to bring them into his vibes. And not a spoiler but the actor who played Joe was injured and needed back surgery, so you may notice him sitting a lot initially since the surgery was during filming of the season.

That dagger is freaking powerful, nullifying all meta powers within range. You can see how those metas without their powers were tossed around like rag dolls by one person. No hand-to-hand fighting skills. Barry without speed, Cisco without vibe powers, and Ralph without elongation, were pretty much wimps against him.
