The guy you recognised is Burn Gorman who played Owen in Torchwood.

Holden injecting himself is a reminder that all the way back in S1 he along with Miller received a lethal dose of radiation and they could only survive by taking anti-radiation meds for the rest of their lives. On the injector pen it said "Oncocidal"-- "onco-" the prefix for cancer, "-cide" the suffix for killing, "-al" an adjective suffix meaning relating to. There's a narrative parallelism to Naomi needing drugs to prevent the effects of gravity on her circulatory system and musculoskeletal structure from killing her, but the callback also probably means it might be important later.

heh I realized when editing, but I swear that's a different guy even though I know it's not. I am fairly certain I actually recognized him from the dark knight rises or something else because I don't see any Owen in his characterization 😅

Have you seen 'Turn: Washington's Spies' (originally didn't have the subtitle, but no one was watching because the title 'Turn' didn't convey anything about the show)? His British officer in the North American colonies was more similar to this guy.

Also, apparently the Rocinante's health plan requires generic substitution when available, so he can't take brand-name TumrZapr.

Welcome to season 4! Much like the first season set up the second and third, this season does a lot to set up the following two seasons. It's definitely more of a sci-fi western vibe this season, which I found really enjoyable. So many new threads to pull on this season, so many new questions!
