mihawk doesnt really "work" for the marines. he is a warlord and they are like pirates that do the marines dirty work for them. and in return, their bounties are cancelled so they dont have to get hunted down by the marines. they explained this in the live action i think, with koby and helmeppo

once again, garp and coby's storyline is massively different in the anime. so here mihawk isnt sent by anyone. honestly, you dont need to think about garp and coby any time soon lmao.

I think a lot of fans will say this is one of "the" episodes. I love the characterization of Zoro and Luffy especially.
