About the devils/power system: Anything that at least 1 person has any fear of becomes a devil, and the total fear of that thing determines how strong it is. So, something that 1 person fears a LOT would be stronger than something 10 people are kinda wary of. Plus, if that devil from 1 person's fear started killing people or something, more people would start to fear it and so it'd get stronger. Also, devils don't really get "stronger" with time (outside of people's fear of them changing - so not by training or anything), but they can learn how to utilise their strength better. Take Power for instance, she's always had the ability to form weapons from her blood, but may have had to practice to do certain weapons. She can't develop them and start making a hammer stronger than a hammer she made before, but she can start making a spear instead of a hammer if it's better suited for the situation.
